RESOLUTION OF THE POLITBURO OF THE CENTRAL COMMITTEE (TSK) OF THE ALL-UNION COMMUNIST PARTY (OF BOLSHEVIKS) (VKP (b)) ON THE PACE OF COLLECTIVIZATION AND STATE AID MEASURES FOR KOLKHOZ CONSTRUCTION

1 In recent months the collective movement has taken a new step forward, encompassing only separate groups of individual holdings but entire raions, okrugs, and even oblast’s and krais.  The basis of the means of production of poor and medium-sized peasant holdings.

All timetables for development of the collective movement projected by the plan have been surpassed. Already by the spring of 1930 the sown area of collectivized land exceeded 30 million hectares. Thus the current five years collectivization plan, which was so encompass 22-24 million hectares by the end of the period, will be exceeded by a wide margin already this year.

Thus we have the material basis for replacing large-scale kulak agricultural production with large – scale production on the kolkhozes, which is powerful advance to wards the creation of the socialist agriculture, not to mention sovkhozes, which are growing much more rapidly than had envisioned.

This situation - of decisive importance for the entire Soviet economy has provided the party the basis for moving from a policy in its practical work of restraining the exploitative tendencies of the kulaks to a policy of eliminating the kulaks as a class.

2. Based on all this, one can state with certitude that within five years, instead of collectivizing 20% of the cultivated area (as the projected by the five years plan), we will be able to collectivize the vast majority of peasant holdings. Collectivization of such important  grain-producing  region as the Lower and Middle Volga and the North Caucasus maybe accomplished by the fall of 1931 or at least by spring of 111932. 4. Since the total transition from horse- to machine-drawn inventory can not be achieved in short period and requires a number of years, the TSK VKP (b) demands tendencies to underestimate the role of horse-sale of horses.  The TSK VKP (b) stresses the extraordinary importance under present conditions of transitional measure to establish horse – drawn – machine bases and mixed tractor –and –horse bases, which combine tractor and horse traction. 11. The TSK VKP (b) stresses the need for a decisive struggle with any attempt to restrain the development of the collective movement because of the shortage of tractors and sophisticated machinery. Furthermore, with all seriousness, the TSK warns the party organisation against any kind of “decree issuing” from above the kolkhoz movement, which risks transforming true socialist competition in kolkhoz organizing into a kind of collectivization game.
